Energy performance certificate for a non-residential unit (EPC NR)

The EPC for non-residential units is called EPC NR (Non-Residential). This EPC indicates the energy efficiency of a building unit used as an office, school, shop, hospital, etc. and shows how much effort is still required to renovate it to a carbon-neutral building unit. 

Conditions

  • An EPC NR is valid for five years.
  • The EPC NR has been mandatory since 1 January 2023 for the sale (and right of superficies and leasehold) and rental (conclusion of a new tenancy agreement) of non-residential building units. As of 1 May 2023, an EPC NR is mandatory for rentals and all forms of notarised transfer of full ownership.
  • Please note that this obligation only applies if an entire building unit is sold, transferred or rented out. If only part of a building unit is rented out (e.g. a small office space in an office building), no EPC NR needs to be drawn up.
  • The owner of a small non-residential (sNR) building unit may choose to have an EPC sNR (in Dutch: EPC kNR) drawn up rather than an EPC NR. The format and content of this EPC sNR is similar to the EPC for residential units and is specifically designed for small non-residential building units that strongly resemble houses in terms of architecture, installations, materials, use, etc.

  • The EPC NR is drawn up by a type D energy expert.
    • It considers insulation materials, windows, installations for heating, cooling, hot water, ventilation, etc.

Procedure

Timeline:

  • 2023: As of 1 January 2023, a non-residential building unit is required to have an EPC NR in the event of a sale, leasehold, right of superficies or the conclusion of a new tenancy agreement. As of 1 May 2023, this obligation is extended to all notarised transfers of full ownership.

  • 2024: As of 1 January 2024, all building units of public buildings and government buildings must have an EPC for non-residential buildings. Public buildings with a usable floor area larger than 250m² are also subject to a display obligation.

  • 2025: As of 1 January 2025, every large non-residential building unit with a usable floor area larger than or equal to 1,000m² must have an EPC NR, regardless of transfer or rental.

  • 2026: As of 1 January 2026, every large non-residential building unit with a usable floor area smaller than 1,000m² must have an EPC NR, regardless of sale (or other transfers) or rental.
