This European directive must ensure that websites and mobile applications of government authorities become more accessible on the basis of common accessibility requirements. National measures should be approximated at Union level, based on the agreed accessibility requirements for the websites and mobile applications of public authorities, in order to end the fragmentation of the internal market. This would reduce uncertainty for developers and promote interoperability. The use of technology-neutral accessibility requirements will not hinder innovation, and may even promote it.
