Authorisation to perform fairground activities
A fairground activity is the sale of products or services as part of the operation of
- fairground attractions
- a fairground food establishment (with or without table service).
Persons who run a fairground attraction or a fairground food establishment WITH table service must be in possession of an ‘authorisation for fairground activities’. This is a paper authorisation which you need to apply for from a business counter (Dutch: ondernemingsloket) of your choice.
Conditions
There are two types of authorisation:
- the authorisation as an employer
- the authorisation as an appointee-manager.
Authorisations for fairground activities are valid only if the pertaining documents as required by law are in order:
- valid proof of identity
- third-party liability and third-party fire risk insurance policy
- if you sell food: a certificate of approval or a licence issued by the Federal Agency for the Safety of the Food Chain (Dutch: Federaal Agentschap voor de Veiligheid van de Voedselketen/ FAVV).
For fairground rides that involve the movement of persons by dint of a non-human energy source proof must be presented that a risk assessment, an installation inspection, maintenance and regular checks have been carried out.
Fairground attractions involving horses and ponies are subject to animal welfare regulations and inspections.

Cost
The fee for an authorisation for fairground activities is
- 150 euros for employers
- 100 euros for appointee-managers.
Exceptions
Persons who run a fairground food establishment WITHOUT table service at a fairground are not required to have an authorisation for fairground activities. Instead they must be in possession of an ‘authorisation for itinerant activities’.
Employees at fairgrounds are exempt from the authorisation requirement if they perform their activities in the presence and under the supervision of the holder of an authorisation.
