Flemish government revenue increased by 9.5% in 2022

The revenue of the Flemish government amounted to 52.6 billion euros in 2022. They therefore increased by 9.5% compared to 2021 (in current prices), after an increase of 10.8% in 2021. This concerns ESR revenue (open definition).

Revenue jumped in 2015 as a result of the 6th state reform. Between 2014 and 2015, revenue increased from 27 to 38 billion euros. Flanders has since received new allocations (allowances) from the federal level in the context of the new powers.

In addition, the 6th state reform granted regional surcharges to the regions. This is the part of the personal tax that is directly intended for the Flemish budget. Flanders determines these surcharges autonomously, as a percentage of the personal income tax for the benefit of the federal government.

Municipal authorities and PCSW’s receive 2,500 euros per capita

The revenue of all municipal authorities (including districts) and PCSW’s in the Flemish Region increased by a total of 7.3% in 2022. They amounted to 16.8 billion euros or an average of just over 2,500 euros per capita.

Welfare associations receive the highest income after municipal authorities and PCSW’s.

Within local authorities, welfare associations (PCSW associations) have the highest revenue after municipal authorities and PCSW’s. The revenue of the welfare associations amounted to 1.40 billion euros in 2022. That is an average of 209 euros per capita.

After the municipalities and PCSW’s and welfare associations, revenue were highest at the autonomous municipal companies. They will receive 1.35 billion euros in 2022. This is followed by the provincial governments with 1.18 billion in revenue. The autonomous provincial companies are closing the queue.

Revenue grew fastest at the autonomous welfare associations between 2021 and 2022 (+17%). The autonomous municipal companies and provincial authorities also experienced a strong increase (+13%).

Highest revenue per capita in large cities and coastal regions

The revenue of the municipal authorities and PCSW’s varied from 1,152 to 5,101 euros per capita in 2022. Revenue per capita are higher in the larger cities and coastal municipalities. In rural municipalities, revenue per capita are generally lower.
